Hexagon seem to be compliant with the latest legislation and do not encourage you to claim excessive amounts of business expenses. They charge one of the lowest prices around and include insurances within the basic price. For many contractors this is all they'll need and there's no necessity for them to look for a more expensive option with frills.
Their website is readable and makes sense to a newcomer though a bit pedestrian compared to their competitors. It does not include too much industry detail but there's enough for you to understand what's going on. They do not operate a portal system which means you'll need to fax or email your timesheets every week - but that's not a great hardship.
